Avoid his attacks at all costs. Clear out the other guards first especially the archers. Make him follow you to a nearby stream or river. Walk backwards and shoot arrows at him. Get the attention of the river animals like the hippos or crocodiles.

Get these animals near this guy and provoke him to make him swing his scepter. He will mostly graze the beasts as his attack range is quite good. Now, the animals will attack him and he will be busy dealing with them so shoot him with arrows at this point. He will dispose off the animals quite quickly so bring more.

Of course, you can also kill him using parries and dodges but if you want an easy way to kill him, the above method it is.
