You need to gather some core crystals and boosters first. After that, here is what you have to do.

Open up the menu and go to select blades. Choose the bond blade option there and pick a character who will serve as the driver. Now, select a core crystal (A rarer crystal gives you a better chance of getting a rare blade) and then select boosters to increase the blade’s certain stats – bravery, truth, compassion or justice. Hit the confirm button and wait for the new blade to come.

The results are random but they do depend on the ingredients you use. Spend more ingredients to increase your chances of getting better blades. Again, there is no guarantee, you can just increase your chances. It is possible to be extremely unlucky and score a common blade despite using a lot of good ingredients.
